S1 is designed for high-frequency enterprise decisions where a large reasoning model would add unnecessary latency or cost. It can escalate uncertain or complex work to a private, sovereign or approved third-party reasoning model.

Canonical rule: OUTAI S1 may optimize within sovereignty; it may never optimize around sovereignty. Deterministic controls establish the permitted candidate set before S1 ranks anything.

ServAI is the first major EADPAG platform intended to consume OUTAI S1 beneath missions, skills, agents, tools, retrieval and model routing, while deterministic governance and execution remain outside model authority.

Uncertain or complex work can escalate to a private model, sovereign model, approved third-party model, or future OUTAI specialist when that specialist has cleared its own public release gate.
